Like HA titles for example Start at Rank 3 to be worn. Witch is 180 Fame.
Why Cant it be made so the First rank can be worn and same with the second so you can at least get some sence of acomplishment outa having it. It still takes time but why cant it be worn?

Barely any hard work to get first rank in pretty much all the titles. Nothing impressive about it. There are some ranks that require at least some hard work to get the first rank though, like the Wisdom title track.

It is also possibly to do with that before titles and when only fame emotes existed there was no emotes for rank1 and 2, they only started at 3.

It's to keep Noobs from showing off.

Seriously, most titles that you can show take a lot of time/gold/work, and being able to show that titles reflects that. I know that from personal experience, having one character on each of two accounts just one title away from PeopleKnowMe.

Would you want to though? You'd have nothing but hassle from the elitist knobs who seem to think that owning a title in acomputer game is somewhow akin to having a giant manhood.
